The qualified candidate will work as part of a project team that includes peers and U.S. Navy program managers to provide consulting services in developing career paths for a civilian workforce.  Duties include assisting with aligning core competencies for career development by developing policy guidance and strategy to identify, gather and manage the community KSAs.  The candidate will assist in developing an organization to manage the career paths and a strategy to determine how future KSAs will be identified and managed.  This includes developing and delivering training, and compiling, analyzing and comparing data for consistency.  Duties also include assisting in the identification of the level of proficiency required for core competencies and identifying career paths for communities.  Candidate will develop, support and effectively communicate innovative strategies and implementation plans. Candidate will also communicate with SQL and Sharepoint programmers and non-programmer team members about requirements for website development, enhancements, etc.  Candidate will query, update and maintain data bases and manage content in a SharePoint/Portal environment. Candidate will work primarily in an office environment with some travel.

The selected applicant must possess a Bachelor’s degree with 6 yrs experience or a Master’s degree (with 4 yrs experience) in Business, Public Administration, Human Resources or related field.  He/She must have experience in and understanding of the human resources field, must have experience working with policies/procedures, training, collecting data, analyzing it, establishing facts and drawing valid conclusions, and must be able to quickly grasp complex concepts, analyses, ideas and form logical strategies.  The ideal individual will have the ability to define problems and recommend solutions, and must have strong qualitative and analytical thinking skills, excellent written and verbal communication skills and must be proficient in MS Office Products such as MS Excel, Word, PowerPoint.  The qualified candidate must have ability to independently query, update, and, maintain data bases such as SQL Server and Microsoft Access, ability to manage content and administer a SharePoint/Portal environment is desired, and must be able to prioritize various tasks and cope with changes in daily workload.
