Viewing Job: Senior Human Resource Analyst

. Develop, conduct, monitor and oversee employee recruitment and selection processes using best practices.
2. Advise, coach, train, and/or serve as consultant to managers and supervisors on a variety of human resource related matters including labor relations, classification and compensation, employment laws, county/department policies, workplace safety, performance management, union contracts, discipline administration, etc.
3. Plan, develop, implement, and coordinate programs, projects, and processes that have Division-wide impact, such as layoff and recall, disability accommodation, FMLA administration, exit interviews, supported employment, return to work (from OJI), etc.
4. Assist in the day-to-day administration of 11 collective bargaining agreements including researching and addressing union grievances.
5. Conduct investigations into employee misconduct and employee complaints including those filed with human rights organizations (e.g. HRC, EEOC, and OCR). Prepare reports and recommendations.
6. Strategize with supervisors and managers on resolving complex employee and labor relations issues.
7. Participate in the development, modification, and implementation of King County, department, and division policies and procedures. Represent department/divisions on County-wide committees.
8. Provide support on litigation and/or administrative proceedings, including arbitrations, Personnel Board appeals, EEO complaints, unemployment hearings and Ombudsman Office complaints.
9. Implement a wide range of human resource programs, processes and procedures; assure compliance with laws, rules and regulations; coordinate with human resources department.
10. Serve as consultant to County departments, division management and staff on employment, classification, compensation, labor and employee relations, benefits and other human resource issues.
11. Perform other duties as assigned.
